One dimension of business quality in accordance with national production is productivity that can be measured by output dimension of each business unit. Crisis not only leads to the decrease of number of companies, but also affects directly toward company’s output. One of strategic steps to recover decreased economic condition is to make efficient use of Small and Medium Business through the development of business centers facilitated by both financial and non-financial (by forming BDS) reinforcement programs.  Key words: Indonesian Economy, Micro Business, Small and Middle Business
