Abstract

Management strategy of Human Resources as part of business strategy, is formed and applied entirely based on the same context as other functional planning, for instance company marketing strategy, financial strategy, information strategy, and technological strategy of which all are formed and applied in the same framework. Human Resources Strategy relates to the forming an appropriate organization culture, human resources planning, human resources audit either qualitative or quantitative, and human resources activities, such as human resources supplying (from recruitment through selection), orientation, maintaining, training and human resources expansion and assessment. In determining human resources strategy, it needs some considerations of external factors, such as the future trends and needs, demand and supply, regulation of government, requirement of human generally and employee particularly, competitor potency, social changes, demographic, cultural and technology value. The change tendency of area  will affect the change of corporate strategy which  means that human resources strategy is needed to be re-considered and there is a possibility that it needs to be adjusted to face global competition.
